Tom Barrett, Ph.D. is a retired clinical full professor in the Graduate School of Professional Psychology at the University of Denver.  In 2011 Tom taught International Disaster Psychology and Program Evaluation as a Fulbright Professor at the University of Zagreb in Croatia.  Previously, he was senior medical officer for the Mental Health and Substance Abuse Department in the World Health organization.   Between 1994 and 2004 he was the mental health director for the state of Colorado.  He is also past president of the National Association of State MentalHealth Directors.  Tom was Executive Director and Program Evaluation Director of Bethesda Community Mental Health Center in Denver, Colorado.  Tom has authored or co-authored many journal articles and he has made professional presentations at more than thirty-five professional conferences.  Tom and his co-author, James Sorensen, Ph.D. published a book titled “Human Services Program Evaluation” through the Western Interstate Commission on Higher Education in March, 2015. Tom has led five People to People Mental Health Delegations – Cuba (2014), India (2012), Rwanda (2008), South Africa (2003) and China (2001).  These professional delegations provide an opportunity for mental health professionals to exchange ideas about best practices for improving mental health and addressing serious mental health problems. Tom is committed to improving the lives of people with mental disorders around the world.  Tom is currently chair elect of the Governing Board of Mental Health Colorado.
